Islamabad: This visionary initiative, introduced under the leadership of the Prime Minister and driven by the continuous efforts of the Special Task Force on Housing, aims to make dignified home ownership a reality for every Pakistani.
Under this scheme, affordable housing finance of up to PKR 10 million is being offered at easy markup rates, enabling low and middle-income families to finally turn their dream of owning a home into reality. On this occasion, Mr. Usman Anwar, Member of the Prime Minister’s Special Task Force on Housing and Group Managing Director of Urban Developers Group, while speaking to the media, stated:
“This is not just a housing scheme—it is a new hope for the people of Pakistan. Through this initiative, millions of families will be empowered to become homeowners.” He further highlighted that this milestone was not achieved overnight, but is the result of tireless efforts, consistent follow-ups, and strategic policy engagement by the Task Force—particularly in the area of tax reforms“
Mr. Usman Anwar played a pivotal and highly proactive role in a series of high-level meetings, where he persistently advocated for practical and investor-friendly tax measures. His dedication, deep understanding of the real estate sector, and unwavering commitment ensured that the concerns of developers, investors, and overseas Pakistanis were effectively addressed. Through his relentless efforts, strong representation, and solution-driven approach, several long-awaited tax reforms were successfully incorporated into the policy framework, marking a major breakthrough for the housing industry.
As part of these historic reforms:
The tax rate under Section 236K has been reduced from 3% to 1.5%
Stamp Duty has been significantly reduced from 3% to 1%
Overseas Pakistanis (non-residents) have been granted the facility of being treated as filers for tax purposes
Section 7E tax has been made non-applicable upon proof of non-resident status
Mr. Usman Anwar appreciated the collective efforts of all Task Force members and emphasized that such impactful decisions are only possible through unity, vision, and consistent hard work. According to experts, these reforms will revitalize the housing sector, attract both local and international investment, restore the confidence of overseas Pakistanis, and accelerate construction activities across the country.
